Defence organisations operate within strict hierarchies of authority: laws, regulations, standards, policies, guidance, standing orders, local orders. Eight levels. Potentially thousands of documents. Every level presupposes the ones below it.
When a document at any level changes, the consequences cascade — but nobody can see how far. Today, answering the question "which documents are affected by this change?" requires re-reading everything. Two reviewers examining the same document set will identify different dependencies. When someone with deep institutional knowledge moves on, that understanding goes with them.

A regulation changes. The system maps and traces the cascade through every dependent document and shows you exactly which standing orders, policies, and local orders are affected — and which specific provisions within them. In seconds, not weeks.
Two documents that should be consistent aren't. The system identifies specific structural contradictions: an obligation that conflicts with a condition, a provision that references withdrawn guidance, an authority chain that no longer holds.
Every document is classified by structural health. Instead of re-reading everything, human attention is directed to the documents that need it most — the ones that are structurally fragile or failing.
Documents nest within command authorities. When a formation is reorganised, every document within its authority must be reassessed. The system computes this before the reorganisation, not after.
Two standing orders that should create equivalent obligations — do they? The system measures precisely where they've diverged, on which provisions, by how much. Consistency is made visible and measurable across the entire document hierarchy.
On-premise deployment.
The deterministic pipeline is self-contained JavaScript with no external dependencies. Supports air-gapped environments. Designed for MOD systems at OFFICIAL SENSITIVE, with potential to support higher classifications.
The system's architecture directly addresses the requirements of JSP 936: Dependable AI in Defence, the MOD's principal policy for safe and responsible AI adoption. The hard boundary between AI extraction and deterministic computation, the full audit trail, and the preservation of human oversight at every stage are architectural properties, not features added for compliance.
Fabric & Ledger is a measurement tool, not a decision tool. It
provides complete structural visibility. What personnel do with that
visibility is their professional judgment, exercised within the chain
of command.
"The tool told me to" is never an acceptable basis for operational
decisions. The system ensures it never needs to be.
